A New Countermeasure Against Two Severe Difficulties in Agricultural Mechanization in China’s Hilly and Mountainous Areas --Based on Land Consolidation for Fitting Large-medium Farm Machinery

摘  要:目前,我国丘陵山区农业机械化面临两大困境:一是在已实现机械化的环节,劳动生产率低、劳动强度大及资源利用率低的问题非常突出;二是在没有实现机械化的地方和作业环节,机械化推进艰难缓慢。实践表明:地块狭小零碎分散且有高差、道路条件极差是制约丘陵山区农业机械化进一步发展的第一因素。然而,近年来这一地区的一些土地整治项目及研究工作主要将注意力集中在耕地的数量、质量、生态环境及景观等方面,并没有很好地回应推进农业机械化和提升农业机械化效果的迫切需求。面对这些问题,重庆因地制宜地开展了宜机化土地整治行动,使大中型农业机械取代微小型机械及人工进行作业,在劳动生产率、土地产出率及资源利用率等方面取得了很好的成效。Now the agricultural mechanization in China's hilly and mountainous areas is confronted with two severe difficulties, one is that serious problems, such as low labor productivity, labor intensity and low resource utilizationexist for mechanized operations, and another is the mechanization progresses hard and slow where ithas notbeen realized and for non-mechanized operations. Practices show that small, fragmented and rugged fields and poor road conditions have been the first factor which restrict further development of mechanization in this area. In recent years, however, some land consolidation projects and research works implemented in this area, mainly focusing on quantity and quality of the cultivated land, ecological environment and landscape, have not responded well to urgent needs of pushing agricultural mechanization and improving its effects. Facing these problems, Chongqing has carried out an action, the Land Consolidation for Fitting Large-medium Farm Machinery, in accordance with local conditions, making large-medium machines replace the micro-small ones and human labors to do farm works, and achieved very good results, in terms of labor productivity, land productivity and resource utilization.
